Hot darn... our main foreign policy is two years old... i think its time for a revamp...

Ministry of Foreign Affairs Policy One ~

"Policy of Recognizing Foreign Entities"

Section One - Recognition

Natopia shall only recognize nations that show a sincere wish for diplomatic ties.

Natopia shall not recognize nations that support anti-humanitarian acts such as terrorism, severe oppression, dictatorships, totalitarian, flagrant disregard for the environment, disregard for human rights.

Natopia will not turn down recognition based on the nation’s age. However, if either the Foreign Minister or Emperor feel that the foreign nation would benefit from more time alone, recognition may be denied. The Foreign Minister and Emperor may only exercise this right until foreign nation has existed for one month.

Section Two - Foreign Relations

Citizens of Natopia may be able to hold foreign titles. Also, Natopians may hold any number of foreign citizenships that do not compromise their loyalty to Natopia.

The policy regarding our neighbors, the United States, shall be open borders. Should the United States impose taxes or laws on our Citizens, the Citizens should follow it, out of respect to our neighbor.

Recognition must take place before any official dialogue is exchanged between Natopia and another nation.

actually.... i think it doesnt need much changing... aside from changing Grand Chancellor to Emperor... And what about ading the bit about asking each new nation we make contact with if they want to be annexed by Natopia? should we do that? Also, i think we should officialize a standard treaty of our own... or should we continue the practice of drawning them up case-by-case as we have done for 2 years?

Let's remove the part about asking if they want to be annexed.

And we certainly should create a couple of standard treaties; one for mere recognition and another for recognition and friendship. The recognition one would be easy enough, just a few lines.

Treaty of Recognition
between
The Sovereign Natopian Empire
and

Both Signing Parties to this Treaty shall recognize the sovereignty of each other over all territorial claims, actual or virtual.

Neither Party will engage in overt or covert hostilities against the other Party.

If a conflict shall arise among the Parties, a neutral third party shall be selected by the Signing Parties to mediate.

Terms of this treaty may be amended with both Parties' consent.

Treaty of Friendship
between
The Sovereign Natopian Empire
and
___________

Both Signing Parties hereby recognize and reaffirm the sovereignty of each other's territorial claims, actual or virtual.

Should a citizen of a Signing Party commit a crime in their home nation and flees to the other Signing Party, the later must return the citizen to the former for judicial actions.

Neither Signing Party will engage in overt or covert hostilities against the other. Should a Signing Party learn of a threat to the security of the other Signing Party, the former must contact the later with the information.

Terms of this treaty may be amended with both Parties' consent.

Treaty of Alliance
between
The Sovereign Natopian Empire
and

Having previously affirmed recognition and friendship, the Signing Parties hereby enter into a state of alliance.

Officially sancationed diplomatic envoys from each Signing Party shall be extended diplomatic immunity from crimes classified as lesser, or a misdemeanor.

There will be no overt or covert hostilies between the Signing Parties. Each Party must contact with other with any information relevant to the safety, imminant or otherwise, of the other Party.

Should a conflict arise between a Signing Party and a third party, the other Signing Party pledges unwavering support to the former.

i intend this to be a building-up type of arrangement... first we recognize them... then after awhile we can be friends... and then, if we really like each other, we can be allies.
