REALIZING, a need for awards and honors to be organized in Natopia,
NOTING, a singular body should be in charge on assigning awards,
FURTHER NOTING, the Emperor, as Head of State and Sovereign of the Black Hole, is the sole fount of honor in the Empire, and may devolve any of his duties,
Therefore, the ancient Office of the Grand Consul shall be reestablished with the duty of determining those citizens deserving of awards and honors as set forth by Frenzy law and Imperial decree.
The Grand Consul will issue Letters of Honor to the recipients of awards and maintain a record of all awards and honors bestowed by the Empire.
