My fellow Natopians, our nation is approaching the second anniversary of the conception of Natopia. In these two years Natopia has grown beyond expectations. The purpose of this speech will be to summarize recent Natopian history and present future goals to members of the Grand Natopian Senate as well as make them clear to the world.
I will begin the summary of Natopian history with the entrance of Natopia into the International Association. Natopia was the second member to be admitted and has been pivotal in many decisions of the Association since. I have been selected by Prime Minister Zachary Klaas to act as Minister of External Affairs for the IA and have done so.
The IA has provided Natopia with more options for diplomacy then previously it had. Upon the admittance of the Republic of Lavalon I took a personal interest in that nation and promptly sought diplomatic relations. Eventually I applied for citizenship and have been active in my capacity as a Laval citizen.
Natopia, at long last, produced a product entirely within its borders. The Imperial Natopian Flag was constructed for the purpose of the Micronational Flag Tour. The Flag is to be sent to the Republic of Molossia and will continue around the world, stopping a micronations across the globe.
The second draft of the Constitution of the Sovereign Imperial Republic of Natopia was ratified on June 11, 2004, having been signed, in person, by ten citizens of Natopia. This “Second Constitution” provides a more streamlined and less cluttered governing document. Most notably, amending procedures do not rely on the Protectorates, thus amendments can now be added more effectively.
The Protectorates were established to make land claims more legitimate by constitutionally forcing the republic to only claim land its citizens occupied. Then to mimic the amending process of the United Stated of America, the Protectorates were given the power to amend the constitution. Due to a lack of citizen participation, the prospect of using Protectorates as a governing body was abandoned. The ratified constitution required the Protectorates to vote on amendments, so an entirely new constitution was drafted and signed in favor of the old one.
The Republic of West Overbrook is a very close ally of Natopia and has recently, under its own accord, decided to harmonize its foreign policy with Natopia. Due to the terms of the pending treaty, the Senate is given the power to review the foreign policy of West Overbrook. Currently, only the executive branch may control foreign affairs. A constitutional amendment will be needed soon to rectify this problem.
I would also like to see a development of Natopian culture. Perhaps a university to bring together the institutions established almost a year ago. These institutions are the Copernicus Memorial Animal Habitation, the Natopian Astronomical Society, and the Natopian Gallery of Art and Artifacts. Each of these institutions could be a display for departments in the university, biology, astronomy, history, and art.
I would also like to see the growth of the Natopian economy. It is as yet unclear whether or not the IA will be taking over the currencies of member nations. If they decide to, I want the Natopo to be strong and used. If not, the economy should be able to function regardless. Despite the Supreme Bank of Natopia, and the Natopo, Natopia has a severely inflated economy. As of now, the Bank has the power to instantly produce Natopos to pay official’s salaries. This reminds me of a passage in Douglas Adams’ “The Restaurant at the End of the Univerese.” A rather stupid alien race decides to adopt the leaf as its currency unit. Due to the inflation rate it would take 3 forests to purchase one peanut.
As of now, Natopian culture is in the hands of the Grand Chancellor and the Senate. I do not anticipate changing this. The Lower Ministry of Natopian Development can also be used to create cultural institutions with policies.
