16. The Royal Frenzy shall operate under these Procedures:
16.2 Any Royal Legate may propose a Bill onto the floor of the Royal Frenzy at any time. That Bill will enter into Debate instantaneously.
16.3 Any Royal Legate may comment on the Bill while it is in Debate. A Royal Legate may, with support from a second Royal Legate, motion to beging the Vote.
16.4 After Debate, the Bill enters the Vote. Legal votes are AYE or NAY only. A Bill will come into Law if it recieves more AYEs than NAYs during the Vote. The Vote will end when Quorum is reached.
16.5 Any Royal Legate may motion to Amend a Bill while in Debate. The amendment will be rendered with the support of a second Royal Legate. If there is any dissent among the Royal Legates, a Motion for an Amending Vote may be made which must have the support of a second Royal Legate. Amending Votes will be rendered in the same manner as regular Votes, ending when Quorum is reached.

An original proposer (the sponsor) may accept amendment proposals from other Royal Legates and update the Bill accordingly without motions or votes. Once a Vote begins, Amending or Regular in nature, the sponsor may not exercise the powers in this clause.

basically removed the awfully confusing quorum system... now we have timed democracy of three days... i was just instituting a basic procedural system... i think the amending procedures are still a bit too much... but i dunno... suggestions?
