Article II Section 4
4. Should the Emperor be incapacitated for longer than three days, the Prime Minister will fulfill the duties of the Emperor until His Sovereign Majesty's return.
Amended to:
4. Should the Emperor be away for an extended period of time, he may choose a Regent to fulfill all Imperial duties until the Emperor's return. The Royal Frenzy may appoint a Regent if the Emperor is unable to appoint one due to physical or psychological problems or should the Emperor not be in contact for 7 days.

hmm actually i think that the emperor should only be able to appoint a regent if the prime minister is unavailiable. otherwise the prime minister should become regent by default.

the prime minister has not been seen around lately... and thats what happened last year on my vacation. even tho we were a republic, my chancellorial powers still went to the prime minister.... and for whatever reasons, the country near died when i came back.
i would like to bypass the automatic nature of succession and be able to place someone who will be here in charge... and someone who will not let the country die.

I assume the regency remains even when he returns, and why this is significant is that it does not specify the amount of time in which the regency takes over, only when the regent can be appointed.
