Article III - The Legislature
1. The Royal Frenzy is the legislature of the Empire. The Grand Chancellor serves as speaker of the Royal Frenzy and ensures adherance to Frenzy procedures. The Grand Chancellor may also issue Chancellorial Decrees that have the force of law but may be overturned by Frenzy law or Imperial Decree. 2. The Grand Chancellor will be elected every 2 months from among the membership of the Royal Frenzy. The Grand Chancellor retains their vote as a Royal Legate in addition to chancellorial duties. The Emperor and Prime Minister may not serve as the Grand Chancellor. 3. The Royal Frenzy will be comprised of Royal Legates. The Emperor will nominate citizens to be Royal Legates. These nominations must be supported by a majority of Natopian citizens. 4. The Royal Frenzy will establish its own internal procedures and rules. 5. The Royal Frenzy may make any law or decision deemed necessary and proper for the common good of the people. Laws of the Royal Frenzy must have the approval of a majority of Royal Legates. The Grand Chancellor will vote in the event of a tie. 6. The Royal Frenzy may put any bill before the Citizens to be voted on. When such matters are approved by a majority of the Citizens of the Empire the bill will become Law. 7. Where appropriate, the Royal Frenzy may administer foreign and internal affairs of the government by issuing Resolutions.

I'm afraid thats not an acceptable vote... the Frenzy Procedures only recognize YES or NO. (one thing my involvement with Lavalon taught me: abstains can get messy)
