x. The administration of the demesnes of Natopia shall fall to Natopian citizens of good standing. These demesnial administrators will be known as the Nobility.
x.2 The Emperor will elevate citizens to a rank deserving of their contribution to Natopian society and will assign them an existing demesne to administer. The ranks will be, in order, Baron, Count, and Duke and their feminine forms. The Emperor may reduce or remove a citizen's rank for unbecoming conduct.
x.3 A significant other of a demesnial administrator may hold their significant other's title as well but must use the suffix "consort" and holds no demesnial powers with their title.
x.4 A demesne will have the rank corresponding to its administrator's title. The Emperor may place demesnes in fief of other demesnes. No tributes or other special services other than customary loyalty shall be paid to demesnes that hold fiefs.
a. A Barony cannot hold any demesnes in fief.
b. A County can hold any number of Baronies in fief.
c. A Duchy can hold any number of Counties, plus those Counties' Baronies, in fief.
x.5 Only the Royal Frenzy may create or destroy a demesne. The Royal Frenzy may combine two or more demesnes with the consent of the demesnes involved. A demesne may not be created out of another demesne unless the consent of the demesne in question is given and there is a clear and present need for a demesne to inhabit that specific area.
x.6 The borders of the demesnes may not be changed by any organ of the Imperial Government and only by the demesnes themselves. The Ministry of Internal Affairs aided by the Imperial Cartography Society will mediate demesnial border disputes. A demesne may not extend its border beyond the Empire's territorial claims.
x.7 Excluding limitations listed in this section of the Royal Code, the demesnes have local autonomy but must yield to Imperial law when lawfully and constitutionally applicable.
