26. The official listing of current Natopian citizens, to be henceforth referred to as the Royal Census, is the embodiment of the King's constitutional authority over granting and revoking citizenship. 26.2 The King hereby devolves this authority over citizenships to the Minister of Internal Affairs, with the understanding that the King may reclaim this authority at anytime. 26.3 Only persons who have taken an Oath of Citizenship, as outlined in Section 11 of this Royal Code, shall be allowed on the Royal Census. 26.4 Oaths of Citizenship will only be in force when the oath-taker is listed on the Royal Census.

primary oaths cannot be retracted... and non-primary oaths specifically say "for as long as i am a citizen" so i tihnk that once someone retrscts their citizenship, their non-primary oath is voided automatically.

then 26.3 prohibits them from being on the census, and thus from being a citizen.
