"Legislative Frenzy Procedure 2005"
1. Any Representative may propose a Bill onto the floor of the Legislative Frenzy at any time. A fellow Representative must second the first Representative's Bill for it to remain on the floor. A Bill that has not been seconded for a period of 7 days will be removed from the floor.
2. After a Bill has been seconded, it will enter into Debate. Any Representative may comment on the Bill while it is in Debate. Debate ends when a Representative motions for a Vote. Motions for a Vote must be seconded by a fellow Representative. Representatives must vote either NO or YES.
3. While in Debate, a Bill may be amended by a motion to Amend. Any Representative may motion to Amend. The amendment will be rendered with the second of a fellow Representative. If there is any dissent among the Representatives, an Amending Vote will begin, wherein which all Representatives must vote to approve the amendment.
4. Amending Votes and regular Votes will be rendered complete when Quorum has been reached. Quorum will be five Representatives. Before quroum has been reached while in the Voting Period, the Chancellor may freeze the voting period for up to 72 hours. The bill will go back to debate period. When voting is unfrozen, votes may be recast.
5. At any time the Legislative Frenzy may elect from among their ranks a President of Frenzy. The President will fulfill the Grand Chancellor's Frenzy duties in the absense of the Grand Chancellor.
