The Grand Constitution of the Sovereign Imperial Republic of Natopia
We, the learned and common peoples of Natopia, hereby establish and ordain this Grand Constitution so that we may prosper and live in peace, so that we may protect our ideals and dreams, so that we may provide stability for posterity. It is by public opinion that our personal sovereignty is to be entrusted to and guarded by this Sacred Document.
Article I
A. The Nation of the Natopians hereby grants their personal sovereignty to the government established by this document.
B. The government established shall be named the Sovereign Imperial Republic of Natopia. This government will act in the name of the Nation to ensure the independence and sovereignty from all other political entities.
C. This government will act only to preserve this Sacred Document and protect the Sacred Rights of its Citizens.
Article II
A. The Grand Chancellor will head the executive branch of the government and will serve for life. They may issue decrees that have the full force of legislative law. The executive branch will primarily handle foreign matters.
B. The Grand Chancellor will appoint a Prime Minister to aid them in the executive administration of government. Should the Grand Chancellor evacuate the office for whatever reason, the Prime Minister will assume the office.
C. The Prime Minister’s chief duty will be to lead the Ministry of Natopian Affairs, the executive policy maker of the government. The Grand Chancellor and Prime Minister will determine the Ministry’s internal structure and delegate executive authority to it.
D. The Grand Chancellor will head the Natopian Defense Force and have the supreme military rank of Grand Commander.
Article III
A. The Grand Alderman will head the legislative branch of the government and will serve for life. The Grand Chancellor appoints the Grand Alderman. They have the responsibility to lead discussions in the Grand Natopian Senate and oversee all legislative matters in the government.
B. The Grand Natopian Senate will be comprised of up to five Senators from each Region, to be appointed by the Regional government. Senators will serve for life. Regional governments may recall their Senators at anytime. Each Senator may only cast one vote when voting on decisions.
C. The Senate may make any law or decision deemed necessary and proper for the common good of the people. All decisions of the Senate must have the approval of fifty-one per cent of Senators. The Grand Alderman will only vote in the event of a tie.
D. The Senate may overturn a decree from the Grand Chancellor with seventy-five percent approval of the Senators. The Senate must uphold an Imperial Recall with seventy-five percent approval of the Senators. The Senate may recall the Grand Judge with seventy-five per cent approval of the Senators. The Senate may recall the Grand Alderman with fifty per cent approval of the Senators.
E. The Senate may administer the foreign affairs of the government but the executive branch will maintain supreme control. Only the Senate may declare war on a foreign state.
Article IV
A. The Grand Judge will head the judicial branch of the government and will serve for life. The Grand Chancellor appoints the Grand Judge. They have the responsibility of maintaining the integrity of the government. The Grand Judge may issue an Imperial Recall that will remove the Grand Chancellor from office.
B. All laws, decrees, and policies issued by the Imperial Government and Regional Governments can be brought to the Grand Court by any citizen and are to be scrutinized by the Grand Judge. By issuing a Judicial Review the Grand Judge may declare a law, decree, or policy unconstitutional. The Grand Judge may only issue Judicial Reviews for laws, decrees, and policies brought to the Grand Court by a citizen.
C. The Grand Judge has the responsibility of establishing lower courts to process matters of civil law as well as criminal law. The judicial structure is to be determined by the Grand Judge and approved by the Senate.
Article V
A. No law, policy, or decree will be made to limit or withhold the freedoms of religion, speech, expression, assembly, press, life, property, residence and petition.
B. Religious organizations may have full access to public institutions; they may not interfere with the normal operation of that institution or impose their religion on any person in the area.
C. No Citizen shall be withheld any rights, freedoms, or liberties on account of race, creed, sex, or any other reason. All Citizens hold the right to vote, no Citizen will be denied the right to vote. A Citizen must be fourteen years of age to be eligible to vote.
D. Citizenship will not be denied on account of race, creed, or sex. A Citizen of the Sovereign Imperial Republic of Natopia is automatically a Citizen of the Region in which they reside, and therefore bound to the laws of their Region.
E. The executive branch must approve all special Citizenship requests and has the power to immediately grant or revoke citizenship to individuals.
F. All Citizens are entitled to competent legal counsel. The judicial branch is responsible for providing competent counselors to Defendants. A four-person jury of peers must convict Citizens.
G. Citizens must be given a trial that is to be completed as quickly as possible. Trials must be open to the general public. Citizens must not be asked to pay bail that is considered excessive in regard to their income.
H. Citizens found guilty must not be subjected to cruel punishments or humiliated or injured by unusual sentences. A Citizen may not be brought to trial twice for the same crime if found guilty on the first accusation.
Article VI
A. The Regions of Natopia shall retain local sovereignty and will ratify their constitutions. Regional Constitutions will not violate this Grand Constitution.
B. Any action of a Regional government will not violate this Grand Constitution and all Regional governments will be bound to the laws of the Imperial government. Any action of the Imperial government will not violate this Grand Constitution.
C. The Imperial Flag will be the symbol by which this government will be represented by to all foreign and internal persons. The Cross of Sovereignty represents the sovereignty of the Nation that is guarded by the government. The Grand Chancellor is to guard, maintain, and expand on the symbols of this government and the Nation.
D. All laws, decrees, treaties, actions, policies, et cetera, of the government established by this document’s predecessor will remain enforceable as normal actions.
E. Seventy-five per cent of the Grand Natopian Senate must approve of this document for it to become enforceable as Supreme Law of the Nation and Government.
