Senators, According to the first amendment, the Senate has power over Natopian's foreign policy. Therefore, I submite this Pact to you for consideration. The Aremberg-Velsen Conference is an organization devoted to peace, mainly between communist and capitalist nations. Natopia is a founding member and I encourage you all to ratify the Pact by voting in favor of this Resolution.
There will be no debate on this. Will someone second to begin voting?
The Aremberg-Velsen Pact

This Pact will serve as an instrument of peace and cooperation amongst Member Nations. In the interests of progressing the cause of peace between Member Nations, and the world in which they exist.
With these goals in mind; We, the Member Nations of the Aremberg-Velsen Conference (hereafter referred to as "ArVe"), hereby agree to the following:
Article I. All Member Nations of ArVe obligate themselves to refrain from any acts of violence, or aggressive action, and from otherwise bringing harm to another Member Nation, regardless of the level of that involvement - direct or indirect.
Ia. "Aggressive Action" is defined as: Participation in espionage, or the spying of one Member on another; Destruction or Disablement of a Member Nation's Forums or webspaces; Personal Attacks on Members, including slander both about an individual, and a Member Nation itself; and from performing any of the above actions in reference to the ArVe and it's organs.
Article II. Member Nations shall continue to maintain constant and friendly contact with one another, either through Foreign Offices within specific nations, or by participation in the ArVe. The ArVe Forums are to be used whenever an issue arises that affects one or more Member Nation, so that the Conference can act as a place for consultation, mediation, and the sharing of information.
Article III. In the event that a conflict or dispute arises between Member-Nations, all parties involved agree to bring their greivances to the ArVe, where the issue will be discussed and mediated along with the assistance and cooperation of other Members. The ArVe will not, in any way, attempt to coerce any Member into a settlement. Each Member-Nation agrees to exhaust every effort possible to resolving their disputes peacefully and fairly.
Article IV. The ArVe will act as Arbiter between Member-Nations who are in disagreement only when all Nations involved agree to the Arbitration. Lead Delegates from uninvolved nations will join the Arbitration. The Arbitrators shall be limited in number to four Delegates, who agree to participate in a friendly and constructive manner, not allowing ideologies or politics to play a part in the Arbitration. All other Delegates are welcome to offer input and advice, but will not be voting members of the Arbitration Committee. The Committe will be agreed on by the nations in dispute before the Arbitration begins.
IVa. A special Closed Forum will be created as needed for each Arbitration. Here the Arbiters will meet and privately discuss the matter at hand. Once a decision has been made by a majority decision, the Arbitration Committee will present their recommendations publicly. Once the matter has been settled, the Closed Forum will be made public record.
IVb. Member-Nations are not bound to comply with the Arbitration Committee's suggestions.
Article V. In order to become a Member-Nation of the ArVe, an official representative of the petitioning government must sign this Pact on behalf of his/her nation. Upon ratification of this Pact, it shall remain in force until such time as the Member withdraws. Members who withdraw from the Pact are allowed to return upon re-signing the Pact.
