23.3 The production of alcohol is prohibited, those found producing alcohol shall be fined N1,000 for the first infraction and then imprisoned for any subsequent infractions.
23.4 The government will provide free rehabilitation clinics to aid those with the dieseae, alcoholism.
23.5 Breweries will be eligible for subsidies until they have made the transition to more lawful productions. The Ministry of Internal Affairs will oversee and hasten these transitions.

20. If a situation ever arises that a transfer of custodial power needs to go beyond the Prime Minister due to unfortunate timing of temporary leaves of absenses, this shall be the Order of Authority:
20.2 Should the Prime Minister temporarily leave while the King is absent, the High Royal Judge will assume the custodial powers of the Prime Minister. In the unlikely event of the High Royal Judge leaving, power will be transferred to the Ministers in the following order: Foreign Affairs, Internal Affairs, Defense, Justice.
20.3 Custodial powers entail greeting foreign nationals to Natopia, representing Natopia in any organizations that the King has a seat on, and maintaining the general order.
20.4 If all these offices are vacated the Imperial Government will freeze all affairs until an officer returns and issues an statement unfreezing the Imperial Government.
21. Organizations may apply for "Cultural Enhancer" status with the Ministry of the Interior. It shall be the responsibility of that Minister to determine the validity of the applying organization. The Minister may not pass judgement on the relevance of the applying organization to Natopian culture.
21.2. Once an organization has been recognized as a Cultural Enhancer, they may be eligible for Imperial Government funding or other advantages to be established by law.
21.3 The Order of the Black Hole is hereby authorized with the power to remove Cultural Enhancer status from any organization it sees as detrimental or irrelevant to Natopian culture. A simple majority of Knights of the Order, or the Sovereign alone, may remove Cultural Enchancer status.
21.4 Organizations applying for Cultural Enhancer status must be not-for-profit. This is defined as only making a profit to pay for employees, supplies, and materials. Excess profit must be used for the organization's cultural initiatives.
25. The official listing of current Natopian citizens, to be henceforth referred to as the Royal Census, is the embodiment of the King's constitutional authority over granting and revoking citizenship.
25.2 The King hereby devolves this authority over citizenships to the Minister of Internal Affairs, with the understanding that the King may reclaim this authority at anytime.
25.3 Only persons who have taken an Oath of Citizenship, as outlined in Section 11 of this Royal Code, shall be allowed on the Royal Census.
25.4 Oaths of Citizenship will only be in force when the oath-taker is listed on the Royal Census.

The Ministry shall decide what numbers apply to each level of animal population and what Species receive the title "Endangered" and the protections the title affords. The Ministry shall control funding and see it is used where it is most required.
28.2 Best practice should be adopted in forming quotas and heavy penalties should be applied if these quotas are broken. Imposition of quotas should ensure that total bans on fisheries or game hunting of a specific species should be a rare event.
28.3 The Ministry of Natural Resources is charged with educating local populations in the benefits of conservation of species that are heavily hunted within Natopia's boundaries.
28.4 The Ministry of Natural Resources in conjunction with demesne administrators, non-governmental organisations, and environmental agencies shall constantly closely monitor wildlife numbers in their area of concern. These numbers shall be tallied yearly so they may show increases or decreases in the numbers of wildlife. If considerable decrease or a recurring trend of decrease in population is noted local conservation attempts shall be instituted at a national level aided by local populations and national agencies.
28.5 If local populations decrease to a worrying level then local Zoological and Marine specialists shall step in to capture and breed, in an attempt to reverse the decrease in numbers. Also, if larger populations of the same animal exist in another part of the world the Ministry of Foreign Affairs, working with the Ministry of Natural Resources, should take steps to secure new bloodlines of the endangered species from other countries, friend or foe. Local Bans shall be instituted on hunting of the endangered animal until such time as it is deemed safe to do so. Quotas shall then be applied to the hunting of the recovering species.
28.6 Where a species of animal has come dangerously close to world extinction levels, the Ministry of Natural Resources shall impose a Full Escalation of Protection to the species. All hunting of the species shall be expressly forbidden. Full funding shall be granted for the escalation of steps to conserve the species and to rebuild its population to an acceptable level for the species to recover. Criminal charges shall be brought against any individual or group in contravention to this.
29. To ensure those living within the established boundaries of the Kingdom are aware of the set of laws protecting them, the Royal Code shall be distributed electronically and conventionally.
29.2 All Nobles will have the responsibility of emailing the entire text of the Royal Code to anyone they have appropriate email addresses of that live within the official boundaries of Natopia.
a. This emailing shall be performed every four months with the first electronic distribution occuring on September 1, 2005.
29.3 Once a year the Nobles will publically post a paper text of the Royal Code in any public forum along with the address of the national website (http://natopia.cjb.net)

22.2 Hunting guns shall be classified as those firearms longer than 3 feet. Every hunting gun must be registered with the government.
22.3 Collectable guns shall be classified as those firearms considered to be an antique or historically significant. Collectable guns may not ammunition loaded in them at anytime, excluding official historical re-enactments. All collectable guns must be registered with the government.
22.4 Small firearms are banned from being produced within Natopia's borders and no small firearms may be imported. Small firearms are classified as those firearms specifically designed to be concealed to cause harm to a human.
22.5 The Natopian Defense Force may be excluded from this law, as may be police forces in Natopia, although their weapons must be imported with explicit government permission.
