The Royal Constitution of the Sovereign Natopian Empire
We, the grand and noble Knights of the Black Hole, hereby establish and ordain this Royal Constitution so that the Natopian Citizens may prosper and live in peace, so that they may protect their ideals and dreams, so that they may provide stability for posterity. It is by our will that the personal sovereignty of the Natopian Citizens is to be entrusted to and guarded by this Sacred Document.
Article I - Establishment
1. The Natopian Citizens hereby grant their personal sovereignty to the Imperial government, established by this document.
2. The government established shall be named the Sovereign Natopian Empire. This government will act in the name of the Natopian Citizens to ensure the independence and sovereignty from all other political entities.
3. The Imperial government will act to preserve this Sacred Document and protect the Sacred Rights of its Citizens.
Article II - The Executive
1. His Sovereign Majesty, the Sovereign Natopian Emperor, will serve as Head of State up to the time that he abdicates or dies. At that time three-fifths of the Nobility will select a Natopian Citizen to ascend to the Imperial Throne and attain all rights and responsibilities that are associated with it.
2. The Emperor has the authority to issue Imperial Decrees. These Decrees have the force of law.
3. The Emperor may establish Ministries to assist in executive matters. The Emperor will have total authority over the Ministries and may create any amount His Sovereign Majesty sees fit. The Emperor will appoint one of the Ministers to be Prime Minister. The Prime Minister will become the official Head of Government but will take on no additional roles and continue to administer their Ministry. All Ministers belong to the Imperial Council.
4. Should the Emperor be incapacitated for longer than three days, the Prime Minister will fulfill the duties of the Emperor until His Sovereign Majesty's return.
5. The Emperor may sign, draft, and ratify Treaties and international agreements with full confidence of the government.
Article III - The Legislature
1. The Royal Frenzy is the legislature of the Empire. The Prime Minister serves as speaker of the Royal Frenzy and ensures adherance to Frenzy procedures.
2. The Prime Minister retains their vote as a Royal Legate.
3. The Royal Frenzy will be comprised of Royal Legates. The Emperor will nominate citizens to be Royal Legates. These nominations must be supported by a majority of Natopian citizens.
4. The Royal Frenzy will establish its own internal procedures and rules.
5. The Royal Frenzy may make any law or decision deemed necessary and proper for the common good of the people. Laws of the Royal Frenzy must have the approval of a majority of Royal Legates. The Prime Minister will vote in the event of a tie.
6. The Royal Frenzy may put any bill before the Citizens to be voted on. When such matters are approved by a majority of the Citizens of the Empire the bill will become Law.
7. Where appropriate, the Royal Frenzy may administer foreign and internal affairs of the government by issuing Resolutions.
Article IV - The Judiciary
1. There will be a High Royal Court, lead by the High Royal Judge who is appointed to a life term by the Emperor.
2. The High Royal Court will be the highest court of law in Natopia. Rulings of the High Royal Court will be considered above all other laws, policies, and decrees of Natopia.
3. The High Royal Judge may nominate up to 4 Low Royal Judges to the High Royal Court for unlimited 2-year terms, the number of Judges must always be odd. The Emperor must approve all Lower Judge nominations.
4. The High Royal Court may issue a Judicial Review, declaring any action of the government to be against this constitution, and therefore voiding that action.
5. The High Royal Court may, at any time, issue a Judicial Recall, removing the Emperor from his Throne for reasons of treason or tyranny. Judicial Recalls must be upheld by three-fourths of Royal Frenzy.
6. Royal Frenzy may establish lower courts by law. The High Royal Judge will nominate judges for any lower courts established. The Emperor and two-thirds of Royal Frenzy must approve Judges.
7. The Royal Frenzy may recall any judge on the High Royal Court with a three-fourths-majority vote. Any other judge may be recalled by a majority vote.
Article V - The Citizens
1. No action of the Imperial government will be made to limit or withhold the freedoms of religion, speech, expression, assembly, press, life, property, residence and petition unless due process of law is used.
2. Religious organizations may have full access to public institutions; they may not interfere with the normal operation of that institution or impose their religion on any person in the area.
3. No Citizen shall be withheld any rights, freedoms, or liberties on account of race, creed, or sex. All Citizens hold the right to vote. No government action may create unnecessary obstacles to discourage a Subject from voting. A Citizen must be at least 13 years of age to be eligible to vote.
4. Citizenship will not be denied on account of race, gender, color, sex, language, religion, sexual orientation, political or other opinion, national or social origin, property, birth or other status.
5. The Emperor must approve all Citizenship requests and has the power to grant or revoke Citizenships.
6. The Judge of any Court in Natopia will issue convictions and sentences without a jury. These convictions and sentences may be reviewed and overturned by Royal Frenzy.
7. Citizens must be given a trial that is to be completed as quickly as possible. Trials must be open to the general public. Citizens must not be asked to pay bail that is considered excessive in regard to their income.
Article VI - Miscellaneous
1. All laws, decrees, treaties, actions, policies, et cetera, of the Sovereign Imperial Republic of Natopia will remain in force.
2. The Emperor and two Knights of the Order of the Black Hole must sign this Royal Constitution for it be enforceable as Supreme Law.
3. Three-fourths of Royal Frenzy must vote to approve amendments and changes to this Constitution. The Emperor must approve all alterations to the Royal Constitution.
