Under the new constitution the senate is responsible for drafting its own rules. I'd like to submit this basic procedure that can be added or changed later. we'll have to vote on this to adopt it.
The Speaker of the Senate holds administrative powers in the Senate. The Speaker leads debates, and insures the Senate follows parliamentary procedure.
The Speaker sets the number of senators required for a quorum. A quorum vote will hold the same power as a full senate vote.
Any Senator may propose legislation. Any senator may debate for or against the legislation. Any senator may vote for or against legislation.
The Senate is responsible for punishing its own members while the Senate is in session.
The Senate determines how long it will stay in session.

there is a revision in the Senate Procedures:

Senators will vote by posting with messages of "yes," "no," "abstain," or any similar words.

voting useing a poll does not keep records of who voted for what. from now on senators will post their vote of yes, no, or abstain when the Speaker calls for a vote by using parliamentary procedure.
ALSO, because these procedures cannot be passed into Law by the senate itself I will interpret the Constitution, which does not require the Senate to vote on its proceudures, as to meaning the Speaker of the Senate, who constitutionally leads the discussion, must be able to instantly adopt procedures to allow him to fulfill his constitutional requirement.
I am useing that interpretted power to make these proposed procedures official and binding on the Senate. Im the Speaker of the Senate and i cant do my job if we dont have procedures.
The Grand Judge may declare what I'm doing unconstitutional. In that event the Senate will have to VOTE this procedure in as a bill.

and because senators have to post their votes only I shall be the moderator of this board. I, as admin, have the ability to delete any votes not made by officially appointed citizens.
