amend article five to say:
Article 5
There will be a council located in Natopia to ensure responsible handling of the Union's foreign affairs. A representative from each Signing Nation, to be chosen in any manner by the Signing Nation, will sit on this council. No person may represent more than one Signing Nation. The council may intervene in matters of foreign affairs that it sees as detrimental to the Union. The council may veto a treaty with three-fouths of the council in agreeance.
