Grand Mayor Drew S. has not even set "foot" in this forum. In the new constitution only the Senate may remove one of its own members. Therefore I propose this bill:
Senator Removal Act 2004
Senator Drew Skyles has neglected his duties as appointed representative of the Grand Protectorate. He shall hereby be removed from his office. He will retain his office of Grand Mayor of Vice City.

neem, neem, neem... how many times do i have to explain that our current constitution will not allow us to remove a citizen... he'd have to commit treason or commit a crime that can result in his conviction and eventual execution.

So? He does commit crimes by getting me in trouble for being in Natopia

hmm.... i think i have a solution to ur problem.... first, we must make a law that defines what Treason is... and include a clause about citizens not getting other citizens in trouble for being invoilved in Naotpia. since treason is a high crime against the Republic, i'll make it as a Decree (and the Senate seems to be a little sluggish in its frenzying). then we'll bring charges of treason against him and convict him... thus removing his citizenship. he'll be exhiled. sound good?

with the new senate quorum of 4, there is no way this bill can be defeated. in the event of a tie, i have the right to vote again... i will vote for this bill.
i declare this vote over. the bill passed into Law, 2-0
