Only Regions may send a Senator to the Senate... the D.S. is not a Region.. and by constitutional law it can never be a Region, nor can it be under a Regions control. think Washington D.C.

D.S. stands for District of Shepard, yes
the D.S. is not a Region... it is run by a Grand Overseer. the Grand Overseer happens to be the Grand Chancellor... so basically... sherry and ryan get to fo what they want in their Regions... but whatefver they do cannot effect me or those who live in D.S.

Is there a way to restrict access to a specific board to specific people? If so, we could do our bills as polls, without having outsiders coming in to muddle the results.

the constitution calls for a maximum of 3 senators from each Region
"Clause IV – Senators will be elected from the Regions. Each Region shall elect a maximum of three Senators to send to the Natopian Senate. If no Senators have been democratically selected, then the Grand Chancellor shall appoint any Citizen he sees fit to carry out the duties, based on recommendations from the Regional Chancellor of the Region being represented by the appointed Senator. The Grand Chancellor may also appoint Special Delegates to the Senate to observe proceedings. Senators will serve for unlimited terms, each term lasting 6 years."
