just want to focus our energies a bit, no rush... just want to get a rough draft out here so we can pick it apart as well.
Article II:
Article II - The Executive
1. There will be a Grand Chancellor, who will serve as Head of State. Any Citizen, at least 16 years of age, may be elected to this high office every 5 years on July 15 by general election.
2. The Grand Chancellor has the authority to issue Chancellorial Decrees. These Decrees have the force of law.
3. The Grand Chancellor may establish Ministries to assist in executive matters. The Grand Chancellor will have total authority over the Ministries and may create any amount they see fit. The Grand Chancellor will appoint one of the Ministers to be Prime Minister. The Prime Minister will take on no additional roles and continue to administer their Ministry. All Ministers belong to the Grand Chancellor's Imperial Cabinet.
4. Should the Grand Chancellor be incapacitated the Prime Minister will fulfill the duties of the Grand Chancellor until their return. In event of death or resignation, the Prime Minister will assume the title as well as duties of the Grand Chancellor for the remainder of the Grand Chancellor's term.
5. The Grand Chancellor may sign and draft Treaties and international agreements with full confidence of the government.
Article III
1. The Legislative Frenzy is the legislature of the Republic. The Grand Chancellor serves as leader of the Legislative Frenzy.
2. The Legislative Frenzy will be comprised of Representatives. Any Citizen of at least 13 years of age may be a Representative in the Legislative Frenzy. The Legislative Frenzy will establish its own procedures and rules.
3. The Grand Chancellor will appoint Citizens who show a sincere interest in the government of Natopia to hold seats in the Frenzy.
4. The Legislative Frenzy may make any law or decision deemed necessary and proper for the common good of the people. Laws of the Legislative Frenzy must have the approval of a majority of Representatives. The Grand Chancellor will vote in the event of a tie.
5. Where appropriate, the Legislative Frenzy may administer foreign and internal affairs of the government by issuing Resolutions. The Grand Chancellor must ask the Legislative Frenzy for a Declaration of War before the military engages in hostile actions against a foreign entity.
Article IV
1. There will be a Grand Court, lead by the Grand Judge who is appointed by the Grand Chancellor to unlimited 10 year terms.
2. The Grand Court will be the highest court of law in Natopia. Rulings of the Grand Court will be considered above all other laws, policies, and decrees of Natopia. A majority of Judges on the Grand Court must be in agreeance for a Ruling to be issued.
3. The Legislative Frenzy may appoint up to 4 Supreme Judges to the Grand Court for unlimited 2 year terms, the number of Judges must always be odd.
4. The Grand Court may issue a Judicial Review, declaring any action of the government to be against this constitution, and therefore null and void. Judicial Reviews must be upheld by a majority of the Legislative Frenzy to be enforced.
5. The Grand Court may, at any time, issue a Judicial Recall, removing the Grand Chancellor from office for reasons of treason or tyranny. Judicial Recalls must be upheld by three-forths of the Legislative Frenzy.
6. The Legislative Frenzy may establish lower courts by law. The Grand Chancellor will appoint judges for any lower courts established.

1. No action of this government will be made to limit or withhold the freedoms of religion, speech, expression, assembly, press, life, property, residence and petition unless due process of law is used.
2. Religious organizations may have full access to public institutions; they may not interfere with the normal operation of that institution or impose their religion on any person in the area.
3. No Citizen shall be withheld any rights, freedoms, or liberties on account of race, creed, or sex. All Citizens hold the right to vote. No government action may create unneccessary obstacles to discourage a Citizen from voting. A Citizen must be at least 13 years of age to be eligible to vote.
4. Citizenship will not be denied on account of race, creed, or sex.
5. The executive branch must approve all Citizenship requests and has the power to grant or revoke Citizenships.
6. The government is responsible for providing competent counselors to Defendants. A four-person jury of peers must unanimously convict Citizens. Citizens found guilty must not be subjected to cruel and unusual punishments.
7. Citizens must be given a trial that is to be completed as quickly as possible. Trials must be open to the general public. Citizens must not be asked to pay bail that is considered excessive in regard to their income.

1. All laws, decrees, treaties, actions, policies, et cetera, of previous governments of Natopia will remain in force.
2. Three-fourths of the Legislative Frenzy must approve of this document for it to become enforceable as Supreme Law.
3. Three-fourths of the Legislative Frenzy must vote to approve amendments and changes to this Constitution.
