on the long ride to New York last weekend i thought of a way to refresh the ailing Regional system of Local government:

Yes, that's correct, I propose scrapping the Regions. In their place, however, will be many smaller units... not sure what I'd call them... Colonies or Estates or something. Every Natopian Citizen would be given one of these Estates or Colonies.
Their land would be the property owned by the Natopian Citizen's family. This would be similar to the Cities that already exist withing Natopia... each current city would be made into a city-state type thing... ya know like all those Mesopotamians and Greeks we learn about. so the entire territory held by the Imperial Republic would be only that which Natopian Citizens own. this would give Natopia's claims a bit of legality (haha)
Each leader of these city-states would be a Governor, or something, and they would be encouraged to participate in the legislature (the Senate or Legislative Frenzy, whatever it is).
this way inactive Regional Chancellors... *cough* Sherry and Aaron *cough* would not be required to participate.
this new system would require a change in the unadopted constitution... so when i get home ill retype the constitution with all those extra clauses you want (no fruit juice though) and remove the Regional section. I'll explain in greater detail if you have any questions. keep in m,ind however, that i will not be in constant contact until sunday... more like like next monday evening... we'll get in late from NY most likely.

Oh really... One time in my chemistry class, the teacher (seriously he told me he was on meds.) decides that this guy can't run faster than hydrogen peroxide burns. So he puts a really concentrated form of hydrogen peroxide on the floor in a line. He tells the other kid to carry another student on his back just so he's not too fast. The teacher drops a match on the hydrogen peroxide and misses making a big burn mark on the floor. He tries again and finally gets it. Meanwhile the two guys start running and then trip and fall into a lab table. They both try to get up at the same time and fall into the hydrogen peroxide. They freak out because they think that they will get burned and they start screaming. Unfortunatly, they don't get burned since the hydrogen peroxide is sooo slow.
At the same time, the teacher is no where to be found. When he does come back, he expresses his disappointment that he could not see it. Then he proceeds to give any student who wants it a thing of matches. He lets them try to light things on fire. And then he wonders why half of the class is failing because he never teaches anyone. Sometimes, teachers like him make me lose faith in the whole schooling system.

wow... Dr. V did that? you'd think that since he's a doctor... and he insists ppl call him doctor.... he'd have a little common sense. o well.
anyway.... i was reading the government structure of the Great Commonwealth of the Ibrosian Democracy and it sounded somewhat similar to the structure i proposed. according the the ibrosians each Estate (composed of the citizen's property and land owned) is an independent sovereign country... they are organized into provinces... accoring to geographic terms. then each citizen has a right to vote in the lower house in parliment.
in dont like direct democracy... people are too stupid to govern themselves through a direct democracy.
while Ibrosia has an interesting government structure.. somewhat similar to the one id like to implement... i dont like the whole "democracy" thing.
each Governor of an "Estate" will serve as Senator in the Legislative Frenzy if they want. but if each citizen is governor... then.... its a direct democracy.... ah!!!
I KNOW!!!!!!!!!
we'll borrow another idea from ibrosia... we'll organize many Estates into a Region! the Regions will send a rep. to the Senate!!
and then we're back where we started.
but the only land held will be the Estates..... and the Regions will only be a grouping of Estates.... and we wont be like Ibrosia because the Estates themselves will have absolutly no sovereignty. well, naturally, the estates can make their own laws like how cities make their own codes and statuetes (sp?). as long as the city laws arnt against the imperial or regional law. i think things are falling either into place or completly apart.
yeah.... i think i like what i just thought up. i just wanted to write this down for my benefit. now i can refine my raw, yet brilliant thoughts when i get home.

I have no idea how Dr. V. got to be a doctor but he has no common sense at all and he's even more mest up if he forgets his meds.
