Sorry guys, i know you like empires and fancy stuff... but its just not very Natopian to stay one government too long .... I propose a simplified government where everyone has one job and that one job is equal to the others. The Legislative Frenzy All citizens members. It selects the Prime Minister. It selects the Judge. Can recall any officer. Makes laws, ratifies treaties, etc. The Prime Minister Head of government speaker of Frenzy Term of 2 months. Cannot serve two consecutive terms. Appoints MoDA, MoFA, and MoDef. Emergency powers when Frenzy is inactive? The Grand Judge Serves for life. Decrees laws unconstitutional.

PM is more consistant as a title in Natopia though, and then with no PM we would have no reason to have Ministries... what would they be then? Departments? Ugh.

ok.... brian and i talked about this scenario as a way to bring the demesnes/provinces/regions some importance. each region will send one representative to the Frenzy. therefore, it motivates people to pick a region, and it ties people to their region and those in their region in order to be elected to it, stimulating the regions.
We've got 5 actives right now (me, brian, tom, konrad, and matt) so we will start with 5 regions so we all will be in the Frenzy. but when new people come in, they will have to choose a region, and then they'll have to be elected to it, if they want to be in the Frenzy.
also, our colonies may ask to be classified as regions if say, two people live there... like admitting a new State to the Union. but thats way down the road.
so every three months the Frenzy is elected. then the new Frenzy selects someone to be Prime Minister (im still rooting for Grand Chancellor, lol, i loved that title) and then the PM selects ministers. starting out, the ministers will have to be members of the Frenzy... but if we gain just one citizen, so that there are more active citizens than seats in the Frenzy, it might be possible to give those "extra" citizens the executive ministerial jobs... just to keep everyone at "one job."
basically it can start out like a parliamentary system where members of the Frenzy also hold positions in the "Cabinet" and executive and legislative branches are entwined, but then it can grow into a more congressional system, where the branches are very much separate.
