Amend Section 11 - Immigration Reform

11. All Citizens of Natopia must take an Oath of Citizenship.
11.2 If a Natopian citizenship is the citizen's first or only micronational citizenship that citizen must take the Oath of Primary Citizenship:
a. I, __(oath-taker's name)__, swear total loyalty to the Sovereign Imperial Kingdom of Natopia. All previous and future Oaths shall be considered below this Oath. I will uphold this Kingdom and its ideals for as long as I live. I will never cause harm to the Kingdom or her citizens. I swear obedience only to the Royal Constitution and its institutions. So help me God.
11.3 If a Natopian citizenship is not the first or only micronational citizenship of a Natopian citizen they may chose to take the Oath of Non-Primary Citizenship instead:
a. I, __(oath-taker's name)__, offer my loyalty to the Sovereign Imperial Kingdom of Natopia. I will uphold the ideals of the Kingdom for as long as I remain a citizen. I will never cause harm to the Kingdom or her citizens. I will abide by the Royal Constitution and its institutions. So help me God.

to amend to read as:

11. All persons interested in citizenship in Natopia must submit an Immigration Dossier and take an Oath of Citizenship.
11.2 An Applicant must supply the Ministry of Domestic Affairs with an Immigration Dossier which will include the following:
a. Legal name
b. Date of birth
c. Macronational location
d. Micronational citizenships and duties
e. Previous micronational citizenships and duties
f. Occupational interests in Natopia
11.3 The Minister of Domestic Affairs may deny a citizenship application for the following reasons based on information in the Immigration Dossier:
a. Current citizenship in a nation designated as a Secret Enemy or nations currently at war with the Empire
b. Previous positions with significant political power in nations designated as Secret Enemies or nations that were at one time at war with the Empire
c. Too many current citizenships and/or duties
11.4 The Ministry of Domestic Affairs will be responsible for maintaining all Immigration Dossiers received, regardless of the Applicant's citizenship status.
11.5 Previous rejection of citizenship application will not automatically disqualify an Applicant from attaining citizenship.
11.6 Once the Minister of Domestic Affairs has approved an Applicant's Immigration Dossier, the Applicant must take an Oath of Citizenship
11.7 If a Natopian citizenship is the Applicant's first or only micronational citizenship they must take the Oath of Primary Citizenship:
a. I, __(oath-taker's name)__, swear total loyalty to the Sovereign Natopian Empire. All previous and future Oaths shall be considered below this Oath. I will uphold this Empire and its ideals for as long as I live. I will never cause harm to the Empire or her citizens. I swear obedience only to the Royal Constitution and its institutions. So help me God.
11.8 If a Natopian citizenship is not the first or only micronational citizenship of the Applicant, they may chose to take the Oath of Non-Primary Citizenship instead:

11.9 There will be no legal distinctions between Primary and Non-Primary Citizenship, such distinctions should only be used for demographic purposes.
11.10 The Emperor must formally accept an Oath of Citizenship for an Applicant to officially attain citizenship.

11.3 The Minister of Domestic Affairs may deny a citizenship application for any reason based on information in the Immigration Dossier that may be considered detrimental to the welfare of the Empire and its citizens. A denied Applicant may request an explanation for their rejection.


and then, if the applicant were citizen of a secret enemy nation, the MoDA can BS some other reason why they can't be in.

you joining novasolum and brian trying to join alexandria both at the same time got me to thinking about changing the policy, since ive been wanting to reform it for awhile now, never remember to actually do it tho until now.
