16. The Royal Frenzy shall operate under these Procedures:
16.2 Any Member of the Royal Frenzy (MoRF) may propose a Bill onto the floor of the Royal Frenzy at any time. That Bill will enter into Debate instantaneously.
16.3 Any Member of the Royal Frenzy may comment on the Bill while it is in Debate. A Member of the Royal Frenzy may, with support from a second MoRF, motion to begin the Vote.
16.4 After Debate, the Bill enters the Vote. Legal votes are AYE or NAY only. A Bill will come into Law if it recieves more AYEs than NAYs during the Vote. The Vote will end after five days.
16.5 Any Member of the Royal Frenzy may motion to Amend a Bill while in Debate. The amendment will be rendered with the support of a second Member of the Royal Frenzy. If there is any dissent among the Members of the Royal Frenzy, a Motion for an Amending Vote may be made which must have the support of a second Member of the Royal Frenzy. Amending Votes will be rendered in the same manner as regular Votes, ending after five days.
16.6 A Member of the Royal Frenzy may amend any Bill he or she has proposed to the floor that is in Debate. An original proposer (the sponsor) may accept amendment proposals from other Members of the Royal Frenzy and update the Bill accordingly without motions or votes. Once a Vote begins, Amending or Regular in nature, the sponsor may not exercise the powers in this clause.

Amended to add
16.7 If a Bill is in Debate for 5 days with no Vote being called, a Member of the Royal Frenzy may motion for it to be removed from the floor. The motion to remove will be rendered with the approval of a second Member.
16.8 The Chancellor may censure a Member of the Royal Frenzy for unbecoming conduct. A censured Member may not participate in Debates, propose Bills to the floor, or make motions, they may only vote. The Chancellor is authorized to maintain this censure any way possible. The Chancellor may censure a Member for up to 60 days, the censure will not expire if a new Chancellor comes to office.
