6 total
while lower quorums increase efficiency, i think raising it could allow more activity and no one would feel excluded when a vote closes.
or... we could adopt a "timed quorum" where, say, quorum stays at 4, but voting does not close until after 24 hours of the second to begin voting.

we could use the timed quorum i suppose.
if the law is urgent and needs to be passed quickly i could always decree it... *shrugs*

the timed quorum will allow everyone to vote... instead of shutting the door on Nobles who werent the "first four to get there" but it wont let votes go on forever... after 24 hours, if at least 4 nobles have voted... the vote ends.

i move to amend the proposal to read thus:
section 16 will now read as:
16. The Royal Frenzy shall operate under these Procedures: 16.2 Any Noble may propose a Bill onto the floor of the Royal Frenzy at any time. That Bill will enter into Debate instantaneously. 16.3 Any Noble may comment on the Bill while it is in Debate. Debate ends when a Noble motions for a Vote and it is seconded by a fellow Noble. Nobles must vote either NO or YES. 16.4 Only one Bill on the floor may be in a regular Vote at a time. Bills will be added to the Royal Code, and number accordingly, based on the order in which they are passed by the Royal Frenzy. 16.5 While in Debate, a Bill may be amended by a motion to Amend. Any Noble may motion to Amend. The amendment will be rendered with the seconding of a fellow Noble. If there is any dissent among the Nobles, an Amending Vote will begin, wherein all Nobles must vote to approve the amendment. 16.6 Amending Votes and regular Votes will be rendered complete when 48 hours have elapsed from the Second to vote and when Quorum has been reached. Quorum will be four Nobles. Votes will end prematurely once all Nobles have voted. Before quroum has been reached while in the Voting Period, the Prime Minister may freeze the voting period for up to 72 hours. The bill will go back to debate period. When voting is unfrozen, votes may be recast.

I like the raising of the querm, but I dont like the timed quorm.

Hmmmm... we can raise quorun, but the timing messes me up. Sometimes none of us come for days (for shame! I come every day!) so they might as well miss the vote anyway.
I can try to close votes a little later than usual. But I think it's best if we just raise the quorum and if someone wants to add their vote, they can call the vote amending.

Well, we could create Quorum but say if 4 vote all the same way before the 5th vote it ends too... so I don't know...
