The Royal Code of the The Sovereign Natopian Empire
1. The 15th day of every month is Natopian Public Pride Day. Citizens are encouraged to wear any Natopian paraphernalia or the Natopian colors, green, purple, and blue.

6.4 Culture shall be defined as, but not limited to, all aspects of a group of humans that defines that group.
6.5 No law of this government shall with hold culture from any humans.
6.6 Aspects of culture that cause harm to bystanders, or death to participants will not be protected by this act.

8. The following actions may be used only by the Imperial government as punishment for the crimes outlined in section 7 of the Royal Code.

8.7 monetary fines
8.8 seizure of property for reparations
8.9 The judicial branch will ensure that these punishments are carried out humanely.
8.10 Only the judicial branch may sentence a convicted citizen to only the above punishments.
9. Realizing that Natopia operates on a virtual location, the following actions shall be considered a crime within Natopia's virtual locations:
9.2 Deletion of a citizen's account
9.3 Theft of a citizen's graphical creation
9.4 Intentionally hacking into restricted boards.
a. Citizens must notifiy the administration of the virtual location if they have unintentionally entered a restricted area due to technical problems that allowed them in. b. Failure to report accidental entrance will result in the same punishment as one who intentionally entered unlawfully.
9.5 Continual verbal attacks on another citizen for the sole purpose of upsetting the victim.
9.6 Destroying virtual data that belongs to a citizen or the government.
10. The following actions may be used by the Imperial Government as punishments for crimes outlined in section 9 of the Royal Code:
10.2 Permanent deletion of citizen's account, permenant banning of all known IP addresses and emails, and permenant termination of citizenship.
a. This person may NEVER be granted citizenship or access to Natopia's virtual locations again.
b. This punishment may be termed: "virtual execution."
10.3 The terms of section 10.2 of the Royal Code may be implemented with time restrictions.
10.4 Restriction of posting priviledges to a single "prison board," and the removal of other priviledges, as allowed by technology available.
11. All Citizens of Natopia must take an Oath of Citizenship.
11.2 If a Natopian citizenship is the citizen's first or only micronational citizenship that citizen must take the Oath of Primary Citizenship:

I will uphold this Kingdom and its ideals for as long as I live. I will never cause harm to the Kingdom or her citizens. I swear obedience only to the Royal Constitution and its institutions. 11.3 If a Natopian citizenship is not the first or only micronational citizenship of a Natopian citizen they may chose to take the Oath of Non-Primary Citizenship instead:
a. I, __(oath-taker's name)__, offer my loyalty to the Sovereign Imperial Kingdom of Natopia. I will uphold the ideals of the Kingdom for as long as I remain a citizen. I will never cause harm to the Kingdom or her citizens. I will abide by the Royal Constitution and its institutions. So help me God.
12. Honorary Citizenships may be granted by the King to:
12.2 Those who have an interest in Natopia but have not taken the Oaths of Citizenship.
12.3 Those who have done a great service to Natopia or the world.

14. The official primary spoken and written language of Natopia shall be NatSpeak.

16. The Royal Frenzy shall operate under these Procedures:
16.2 Any Member of the Royal Frenzy (MoRF) may propose a Bill onto the floor of the Royal Frenzy at any time. That Bill will enter into Debate instantaneously.
16.3 Any Member of the Royal Frenzy may comment on the Bill while it is in Debate. A Member of the Royal Frenzy may, with support from a second MoRF, motion to begin the Vote.
16.4 After Debate, the Bill enters the Vote. Legal votes are AYE or NAY only. A Bill will come into Law if it recieves more AYEs than NAYs during the Vote. The Vote will end after five days.
16.5 Any Member of the Royal Frenzy may motion to Amend a Bill while in Debate. The amendment will be rendered with the support of a second Member of the Royal Frenzy. 16.6 A Member of the Royal Frenzy may amend any Bill he or she has proposed to the floor that is in Debate. An original proposer (the sponsor) may accept amendment proposals from other Members of the Royal Frenzy and update the Bill accordingly without motions or votes. 17. To create a more logical and practical organization of days of the Solar Year.
17.2 The Calendar is based on the Solar Year, the amount of time it takes for the Earth to make a complete revolution around the Sun. There will be 365 twenty-four hour Days in a Standard Year.
17.3 Recognizing the slightly eliptical path of the Earth around our Sun, every fourth year an extra Day will be added to the Calendar. The extra Day will be removed the following year.
17.4 There will be 12 Months in a Year named, in order: Blumuar, Sonnuber, Friedeber, Natopuary, Konil, Tasneber, Danks, Geburtsber, Novaber, Liebluary, Grunl, and Reguary. Each Month will have thirty Days.
17.5 The remaining five Days, including the extra Day when applicable, will be organized into a seperate, miniature month, to be called: Carnival. Carnival will begin at the end of Geburtsber and will end at the begining of Novaber. The Royal Frenzy will adjourn for Carnival. Other organs of the Imperial Government may chose to close as well.
17.6 According to the Gregorian calender, the first day of Blumuar will be the first day of May. Years will reset on May 1, 2005, according to the Gregorian Calender. Thusly, May 1, 2005 will be Blumuar 1st, year 1.

19. Seeing as how there is a distinct set of nations who see themselves as mere games, the Frenzy establishes these regulations for limiting "role playing" within the Imperial Government:
19.2 All citizens must take their Oath of Citizenship using their legal names. Exceptions may be granted by the King in cases of personal privacy issues.
19.3 Pseudoynyms may be used in normal circumstances but those using pseudonyms must limit themselves to using one pseudonym at a time and must use discretion when changing pseudonyms. Citizens must be clear when switching or establishing pseudonyms.
19.4 Excessive amounts of role playing and fantasy will not be tolerated in the Imperial Government. The Government will not rely on fictional stories, fantasy plots, or similar things to function.

22.3 Collectable guns shall be classified as those firearms considered to be an antique or historically significant. Collectable guns may not ammunition loaded in them at anytime, excluding official historical re-enactments. All collectable guns must be registered with the government.
22.4 Small firearms are banned from being produced within Natopia's borders and no small firearms may be imported. Small firearms are classified as those firearms specifically designed to be concealed to cause harm to a human.
22.5 The Natopian Defense Force may be excluded from this law, as may be police forces in Natopia, although their weapons must be imported with explicit government permission.

24. The production, possession, and importation of tobacco, or any tobacco products, is hereby prohibited.
24.2 The government will produce educational materials to educate the populace on the dangers of alcohol and tobacco products.
24.3 Tobacco products shall include: all varieties of cigarettes, cigars, snuff, and chewing tobacco.
24.4 The Natopian Defense Force is authorized to use necessary force to disrupt and dismantle any illegal activities regarding the production, possession, or importation of alcohol or tobacco products.
24.5 The following substances shall be classified as illegal and have the same status as alcohol and tobacco products:
a. Cocaine, in all forms
b. Heroine, in all forms
c. Methamphetamine
d. LSD, a.k.a. "acid," in all forms
e. Ecstasy
f. Marijuana
g. PCP, "angel dust"
h. Ketamine
i. Amphetamine
j. OxyContin
k. Nicotine
l. Or any combination of 24.5a through 24.5k.
24.6 All first instances of production, possession, and importation of these illegal substances will result in a N1,000 fine. Subsequent instances of production, possession, and importation will result in incarceration for 20 years and a N10,000 fine.

26. One’s gender identity or expression shall be included as a prohibited ground of discrimination; any transgender person should receive the same right as everyone else residing in the Kingdom.
26.2 Considering that a transgender person is much more likely to be targeted for hate violence, law enforcement authorities should be encouraged to access anti-transgender training so they can adequately and sufficiently deliver justice to members of the transgender community.
26.3 All Anti transgender discrimination in hiring, promotion, training and dismissal will be illegal in the Kingdom.
26.4 Everyone has the right to wellness psychologically and emotionally therefore; Sex Reassignment Surgeries and Hormonal treatments should be legal and reasonably accessible to people who have Gender Identity Disorder (GID). Medical personnel are not allowed to refuse treatments to a transgender person based on discrimination against transgender people.
26.5 Transsexuals who had undergone sex reassignment surgeries will have his or her new gender be legally recognized. Other transgender people, including cross dressers, feminine men, and masculine women will continue to be legally defined by their biological sex at birth.
27. When a citizen of Natopia is discovered to be in the act of violating the Royal Code, or plotting to do so, that citizen will be subject to the punishment outlined in the violated section of the Royal Code.
27.2 If no punishment is listed for the violation, citizens will be incarcerated for a period to be determined by a court of law, or pay a fine to the Government equaling 20% of their yearly income.

30. All same sex couples and non married couples may adopt children with the same standard that opposite-sex and married couples are held to.

30.3 Only nationally accredited adoption organizations can conduct the adoption procedure. The Ministry of Internal Affairs will accredit adoption organizations.
30.4 Adoptive parents are forbidden to give money to this adoption organizations, to any person working in or related to this association, to the biological parents and to people related to the biological parents; adoptive parents are welcome to donate money to any adoption organizations that they did not use and are not attempting to use to adopt children.

31. Special days of the year shall be set aside to honor specific people or events in Natopian history.

31.2 February 12 - Day of Returns; a day to celebrate all those citizens that have returned after a hiatus or re-applied for citizenship.
31.3 May 24 - Bagel and Juice Day; to celebrate the founding of the original Free Juice and Bagels Party in Natopia
31.4 June 7 - Robland Day; to celebrate Robland and its Duke, Robert Davis.
31.5 July 20 - Purification Day; to commemorate the date in which the mighty Venerable Union of Aligned States fell, freeing Natopia from excessive foreign burdens.

24.2 The government will produce educational materials to educate the populace on the dangers of alcohol and tobacco products.
24.3 Tobacco products shall include: all varieties of cigarettes, cigars, snuff, and chewing tobacco.
24.4 The Natopian Defense Force is authorized to use necessary force to disrupt and dismantle any illegal activities regarding the production, possession, or importation of alcohol or tobacco products.
24.5 The following substances shall be classified as illegal and have the same status as alcohol and tobacco products:
a. Cocaine, in all forms
b. Heroine, in all forms
c. Methamphetamine
d. LSD, a.k.a. "acid," in all forms
e. Ecstasy
f. Marijuana
g. PCP, "angel dust"
h. Ketamine
i. Amphetamine
j. OxyContin
k. Nicotine
l. Or any combination of 24.5a through 24.5k.
24.6 All first instances of production, possession, and importation of these illegal substances will result in a N1,000 fine. Subsequent instances of production, possession, and importation will result in incarceration for 20 years and a N10,000 fine.

26. One’s gender identity or expression shall be included as a prohibited ground of discrimination; any transgender person should receive the same right as everyone else residing in the Kingdom.
26.2 Considering that a transgender person is much more likely to be targeted for hate violence, law enforcement authorities should be encouraged to access anti-transgender training so they can adequately and sufficiently deliver justice to members of the transgender community.
26.3 All Anti transgender discrimination in hiring, promotion, training and dismissal will be illegal in the Kingdom.
26.4 Everyone has the right to wellness psychologically and emotionally therefore; Sex Reassignment Surgeries and Hormonal treatments should be legal and reasonably accessible to people who have Gender Identity Disorder (GID). Medical personnel are not allowed to refuse treatments to a transgender person based on discrimination against transgender people.
26.5 Transsexuals who had undergone sex reassignment surgeries will have his or her new gender be legally recognized. Other transgender people, including cross dressers, feminine men, and masculine women will continue to be legally defined by their biological sex at birth.
27. When a citizen of Natopia is discovered to be in the act of violating the Royal Code, or plotting to do so, that citizen will be subject to the punishment outlined in the violated section of the Royal Code.
27.2 If no punishment is listed for the violation, citizens will be incarcerated for a period to be determined by a court of law, or pay a fine to the Government equaling 20% of their yearly income.

30. All same sex couples and non married couples may adopt children with the same standard that opposite-sex and married couples are held to.
30.2 Biological Parents will be able to indicate their preference of the adoptive parents' religion, marital status and/or sexual preference before signing their parental rights away. This shall only apply in the case that the child was willingly given away by parents but not purposely abandoned.
30.3 Only nationally accredited adoption organizations can conduct the adoption procedure. The Ministry of Internal Affairs will accredit adoption organizations.
30.4 Adoptive parents are forbidden to give money to this adoption organizations, to any person working in or related to this association, to the biological parents and to people related to the biological parents; adoptive parents are welcome to donate money to any adoption organizations that they did not use and are not attempting to use to adopt children.
30.5 The process of In-Vitro fertilization (IVF) will be a protected practice in Natopia.
31. Special days of the year shall be set aside to honor specific people or events in Natopian history.
31.1 January 6 - Pavleton Day; a day to celebrate Pavleton and Lord Aaron, Founder of Natopia.
31.2 February 12 - Day of Returns; a day to celebrate all those citizens that have returned after a hiatus or re-applied for citizenship.
31.3 May 24 - Bagel and Juice Day; to celebrate the founding of the original Free Juice and Bagels Party in Natopia
31.4 June 7 - Robland Day; to celebrate Robland and its Duke, Robert Davis.
31.5 July 20 - Purification Day; to commemorate the date in which the mighty Venerable Union of Aligned States fell, freeing Natopia from excessive foreign burdens.
31.6 July 23 - Transition Day; to celebrate the Natopian transition from the Sovereign Imperial Republic to the Sovereign Imperial Kingdom.
31.7 July 29 - The King's Jubilee; the anniversary of King Nathan's coronation.
31.8 August 22 - Prime Ministers Day; to celebrate the Prime Ministers of Natopia.
31.9 August 23 - Natopia Day; to commemorate the founding of the original City of Natopia by Joel Castleberry, Aaron Pavletich, and Nathan Shepard.

31.15 3rd Monday of January - Martin Luther King Jr. Day; in honor of the work Dr. King did, all civil rights will be returned to Natopian citizens.
32. Ambassadors working for His Sovereign Majesty's Ministry of Foreign Affairs will recieve monetary bonuses of N5 for each report they file with the Ministry of Foreign Affairs.
32.2 Ambassadors with multiple assignments will be able to recieve a bonus for each report filed PLUS N2 for each assignment they have.
33. No citizen of Natopia may consume the flesh of a human being.
33.2 Restaurants and other eateries may not include human flesh in any of their servings.
