The Articles of the United Confederation
Article I
The Style of this confederacy shall be the United Confederation.
Article II
Legislative power will be invested in the Congress.
Congress shall be made of two houses, the House of Sovereigns and the House of Citizens.
The House of Sovereigns will be made of the head of state of every member nation of the United Confederation. Members are called Sovereigns and hold their seat for the duration of their term as head of state of their nation.
The House of Sovereigns will select from among their number a Sovereign Chancellor who will lead debate and enforce procedure in the House. The Sovereign Chancellor will hold office for 3 months.
The House of Sovereigns must pass bills unanimously.
The House of Citizens will be made of 2 citizens, democratically elected, from each member nation. Members are called Elected Citizens and hold their seat for 4 months.
The House of Citizens will select from among their numbers a Speaker who will lead debate and enforce procedure in the House. The Speaker will hold office for 2 months.
The House of Citizens must pass bills with eight-tenths majority.
No person may hold a seat in both Houses at one time.
Both Houses must pass a bill for it to become law of the United Confederation.
New members may be admitted to the United Confederation by an act of Congress.
Article III
The Sovereign Chancellor, as described in Article II, will serve as the figurehead of the United Confederation. They may represent the Confederation in any ceremonial capacity.
Article IV
A United Court will issue rulings on judicial matters that affect only the United Confederation and the internal relations of the member nations.
The United Court will be staffed by 3 justices, nominated by the House of Sovereigns and approved by the House of Citizens.
There will be one Chief Justice, to lead the Court in its hearings, and two Associate Justices. All justices will serve 6 month terms before being replaced or reappointed by Congress.
Rulings of the United Court are supreme in all member nations.

The member nations of the United Confederation retain their Right:
To exercise foreign affairs, as they deem appropriate.
To maintain their individual policies on immigration and citizenships.
To operate and maintain an independent military.
