Senate Law One ~
Resolved,
That the regions of Natopia known as Belleville and Dracoheim be dissolved at once.
That the lands of the region of Belleville be incorporated into the region of Lochhatonia upon it's dissolution.
That the lands of the region of Dracoheim be incorporated into the region of Hazelwood upon it's dissolution.
That each remaining region should be represented by an additional senator each (for a total of 2 per region).
Senate Law Six ~
I propose that one day a month be set aside for Natopian Public Pride Day, so that residents unaware of this government become aware of our control of them. Each month, on the 15th, every Natopian citizen will be recommended to wear the Natopian colors, all three or just one. The official colors of Natopia are green, blue, and purple.
Senate Law Eight ~
The goat is hereby added to the Natopian Symbol Registry. The goat may be used to represent the Republic of Natopia.
Senate Law Ten ~
Food Act 2004
The traditional food of Natopia shall be pasta. Pasta will be defined as any shaped or colored noodle served in a thick sauce. Regions may decide particular noodle/sauce combinations as their own traditional Regional pastas.
Clause 1. The breakfast food of Natopia will be the bagel. Bagels will be served with juice, or if desired, iced tea. Regions may decide what type of bagel and flavor of juice they will adopt as their Regional breakfast food.
Senate Law 13 ~
Reading Act 2004
All Natopian citizens will be required to read at least one episiode in the drama written by HSE Nathan Shepard, "All My Mehlville." In addition to this requirement the Republic Library will keep all episodes of this serial posted online.
Every citizen must read one episode by August 23, 2005.
Failure to read the required selection will result in the termination of that citizen's citizenship. And the seizure of any of his/her assets.

Senate Law 14 ~
T-Shirt Act
All Natopian senators must purchase a Natopia T-Shirt within 1 year of the making of this bill into law. Exemptions due to financial and other extenuating circumstances may be granted by the Chancellor. Failure to either purchase a shirt or receive an exemption by the end of one year will result in revocaton of Natopian citizenship.
Any citizens who become a senator after the signing of this bill have 1 year from the day they are appointed senator.

Senate Law 15 ~
Impersonation Act
Any person found to be impersonating an official of the Natopian government shall be considered guilty of treason. Any actions performed by the imposter will be immediatly voided by the Executive Branch. The imposter is to be punished to the fullest extent of the law, as deemed appropriate by a sentencing jury. The government official who was impersonated will not be held responsible but must cooperate with officials if an investigation is launched.

Senate Law 17 ~
A census is to be taken of all Natopian citizens residing within the borders of the Republic of Natopia. All Regional Chancellors must report to the census taker all citizens residing within their respective borders, and what titles they hold in Natopia and/or their respective regions. The data shall then be organized into a chart (or charts) showing the location and/or status of these citizens within Natopia and/or it's government. This task shall be completed no later than August 31, 2004.
In addition to the above, HE Ryan Grass is appointed to the position of Census Taker pending the passage of this bill. Furthermore, this title is temporary, and shall be nullified upon the completion of this census, unless the Senate feels that the permanent addition of the position is warranted, which would be enacted through another Senate Bill.

Senate Law 18
"Right to Partake of Culture Act"
This government shall not punish its citizens for downloading media files.
The media forms of art, music, and video shall be protected by, but not limited to, this act.
Citizens are obviously a part of mankind, and therefore have the right to partake in all aspects of mankind's culture.
Culture shall be defined as, but not limited to, all aspects of a group of humans that defines that group. No law of this government shall with hold culture from any humans.
Aspects of culture that cause harm to bystanders, or death to participants will not be protected by this act.

Senate Law 20
"Common Law Act"
Whereas, all civilized nations need a system of common laws to protect its citizens,
Be it resolved by this Senate that the following actions shall be considerated a crime within Natopia:
1. homicide 2. theft - of property - of identity - of ideas 3. trespassing 4. assault 5. rape 6. forced servitude 7. intentional segregation 8. destruction of property 9. slander and libel 10. causing physical or mental injury
Be it also resolved that the following actions may be used only by the Imperial and Regional government as punishment for the above crimes:
1. execution 2. incarceration 3. forced labor 4. termination of citizenship 5. temporary or permanent exile 6. monetary fines 7. seizure of property for reparations
The judicial branch will ensure that these punishments are carried out humanely. Only the judicial branch may sentence a convicted citizen to only the above punishments. The military branch will enforce the punishments.

Senate Law 24
"Salaries of Imperial Government Officials"
Whereas, officials of the Imperial government of Natopia devote their time to serve the Republic,
Whereas, an appropriate manner of thanks would be monetary compensation,
Be it resolved that in this Grand Natopian Senate,
That, the incumbent of the Office of the Grand Chancellor be paid N 5,000 per month.
That, the incumbent of the Office of the Vice Chancellor be paid N 4,500 per month.
That, the incumbent of the Office of the Grand Judge be paid N 4,000 per month.
That, the incumbent of the office of the Prime Minister be paid N 4,000 per month.
That, the Ministers serving in the Ministry of Natopian Affairs be paid N 3,000 per month.
That, Senators be paid N 3,000 per month.
That, the Imperial Government will deposit compensation only in Imperial Bank Accounts on the first of every month and will withhold any Imperial taxes.
That, all Imperial officials must abide by the following in order to receive payment.
Rule 1: Check the forum at least once a week, if possible
Rule 2: Senators must vote on 3/4 of the bills in order to be paid
Rule 3: You have to be patriotic if you want to be paid. That means being proud of Natopia.
Rule 4 - If the Grand Chancellor thinks that someone's pay should be suspended, the Senate should vote to approve that motion Clause 1 - The person in question can not vote or bribe others to vote for them
Rule 5 - These rules are subject to change with Senate approval.

Whereas, certain Citizens of this Republic were granted citizenship and yet do not participate in government,
Whereas, we wish to retain these persons as Citizens to reward their interest in the cause of Natopia,

That, all Citizens listed in the Census that have not made one post to this forum be identified as Honorary Citizens
That, Honorary Citizens are to be included in all national censuses and may participate in government at anytime they wish, thus becoming regular Citizens
That, Honorary Citizens are not to be factored in when representation is calculated
That, Honorary Citizens are not to be counted as Active when reporting to the Micronational Cartography Society or reporting internal data to other organizations
That, Honorary Citizens are not to hold public office
That, Honorary Citizens may hold Honorary Titles only

"Oath of Citizenship Act"
Whereas, Natopian citizens should vocally proclaim their loyalty to the Republic,
Whereas, several Natopia citizens are citizens of other Nations,
Be it resolved in this Senate,
That, an Oath be created to be sworn by a citizen wishing Natopia to be his or her primary citizenship
That, a seperate Oath be created to be sworn by citizens who wish to pledge loyalty to Natopia, but desire to remain a citizen of another Nation primarily.
That, the Oath of Primary Citizenships shall be:
I swear total loyalty to the Sovereign Imperial Republic of Natopia. All previous and future Oaths shall be considered below this Oath. I will uphold this Republic and its ideals for as long as I live. I will never cause harm to the Republic or her citizens. I swear obedience only to the Grand Constitution and its institutions. So help me God.
That, the Oath of non-primary Citizenships shall be:
I offer my loyalty to the Sovereign Imperial Republic if Natopia. I will uphold the ideals of the Republic for as long as i remain a citizen. I will never cause harm to the Republic or her citizens. I will abide by the Grand Constitution and its institutions. So help me God.

That, all citizens (that is citizens and honorary citizens) must must take an Oath of Citizenship (either primary or non-primary).
That, whatever citizens that do not take an Oath be removed from their positions in Imperial and Regional governments and be designated as honorary citizens.
That, if a Natopian citizenship is the first micronational citizenship of a Natopian citizen they must take the Oath of Primary Citizenship.
That, if a Natopian citizenhip is not the first micronational citizenship of a Natopia citizen they must choose between the Oath of Primary Citizenship and the Oath of non-Primary Citizenship.

"Regional Represenation Act 2005"
1. The Regions of Natopia shall select any number of citizens residing in that Region to serve as Representatives in the Legislative Frenzy.
2. Only Regional governments may send and recall Representatives.
3. The method of selecting and recalling Representatives will be the decision of the Regional governments.
4. This Law must be reviewed when an influx of new active citizens occurs.
5. This Law will expire exactly 6 months from its passing.

Frenzy Law 34
"Legislative Frenzy Procedure 2005"
1. Any Representative may propose a Bill onto the floor of the Legislative Frenzy at any time. A fellow Representative must second the first Representative's Bill for it to remain on the floor. A Bill that has not been seconded for a period of 7 days will be removed from the floor.
2. After a Bill has been seconded, it will enter into Debate. Any Representative may comment on the Bill while it is in Debate. Debate ends when a Representative motions for a Vote. Motions for a Vote must be seconded by a fellow Representative. Representatives must vote either NO or YES.
3. While in Debate, a Bill may be amended by a motion to Amend. Any Representative may motion to Amend. The amendment will be rendered with the second of a fellow Representative. If there is any dissent among the Representatives, an Amending Vote will begin, wherein which all Representatives must vote to approve the amendment.
4. Amending Votes and regular Votes will be rendered complete when Quorum has been reached. Quorum will be three Representatives. Before quroum has been reached while in the Voting Period, the Chancellor may freeze the voting period for up to 72 hours. The bill will go back to debate period. When voting is unfrozen, votes may be recast.
5. At any time the Legislative Frenzy may elect from among their ranks a President of Frenzy. The President will fulfill the Grand Chancellor's Frenzy duties in the absense of the Grand Chancellor.

Frenzy Law 35
"The Natopian Calendar Act"
To create a more logical and practical organization of days of the Solar Year.
1. The Calendar is based on the Solar Year, the amount of time it takes for the Earth to make a complete revolution around the Sun. There will be 365 twenty-four hour Days in a Standard Year.
2. Recognizing the slightly eliptical path of the Earth around our Sun, every fourth year an extra Day will be added to the Calendar. The extra Day will be removed the following year.
3. There will be 12 Months in a Year named, in order: Blumuar, Sonnuber, Friedeber, Natopuary, Kanzl, Tasneber, Danks, Geburtsber, Novaber, Liebluary, Grunl, and Reguary. Each Month will have thirty Days.
4. The remaining five Days, including the extra Day when applicable, will be organized into a seperate, miniature month, to be called: Carnival. Carnival will begin at the end of Geburtsber and will end at the begining of Novaber. The Legislative Frenzy will adjourn for Carnival. Other organs of the Imperial Government may chose to close as well.
5. According to the Gregorian calender, the first day of Blumuar will be the first day of May. Years will reset on May 1, 2005, according to the Gregorian Calender. Thusly, May 1, 2005 will be Blumuar 1st, year 1.
