a new clause is added:
Article 2, Section 3: Clause Seven: Regional Assemblies will only be created in Regions where a Citizen approaches either the Regional Chancellor or the Regional Judge of that Region and requests the formation of a Regional Assembly. The Citizen must have the written consent of 10 Citizens of the Region that support the formation of a Regional Assembly. Only then will the Regional government be required to operate a Regional Assembly.
also this clause has been changed:
Article 2, Section 1: Clause Two: The Regional Chancellor will divide their Region into Legislative Areas. Each Area should have approximately equal number of citizens. Each Region must have a minimum of two (2) Legislative Areas. Legislative Areas are only to be used in assigning Regional Representatives to the Assembly. This Clause will only be effective in Regions that operate a Regional Assembly.
these were made in accord with the debate in this board.

if they have a national level position then yes, they'll keep their position. so tasneem, u'll still be the prime minister. but regional positions must be filled by citizens living in the region they represent. just like in the good ol' USA. the prez and other higher ups can live where they want but US Senators have to live in the state they represent.
