In this era of new blood, returning friends, and reinvigoration in the Empire, we should not forgot one person who was here for all of it, but has recently disappeared from our lives. Tasneem, first Prime Minister of Natopia, former duchess of Tasneemia, former crown princess of the Empire, has just lost her citizenship for 3 months of continued inactivity. Where she is, no one knows, no one can get in contact with her. We hope she will return to us one day, but hope even more that she is alright.
Neem held the post of Prime Minister for almost 4 1/2 years... through the many tumultuous changes of Natopian Government. Neem was there in the very beginning, one of the first handful of citizens to sign up. All of that first generation of Natopians have faded away, tired of Natopia's diminishing novelty of the time. However, Neem remained. There was a time when Natopia was only populated by Neem and myself. I wanted to fold Natopia into a larger country... Shireroth and Gotzborg where always at the top of my list for Natopia's final resting place. I was prepared to resign Natopia to a future as a sub-board, and only mentioned in noble titles. But Neem would not let me give up our sovereignty. "As long we are in Natopia, its still sovereign" she would always say to snap me out of my funk. Even the founder and leader of this country has doubted its resolve over the years, but the Prime Minister never did.
The position of Prime Minister itself has evolved over time, beginning as a Chief of Staff, and then becoming second in command after Grand Chancellor in the Republican era. In the early Royal era, the Prime Minister served as president of the Frenzy, until we began the practice of electing Chancellors. With a second in command position now filled by the more appropriate Crown Prince/Princess, and president of the Frenzy fulfilled by the Chancellor, the Prime Minister position is now essentially returned to its original duty, coordinator of the many ministries of the empire. There were certainly times when the Prime Minister's duties were redundant and ambiguous, but the constant presence of a Prime Minister for all those years always prevented any sort of measure to abolish the office.
Officially, the emperor is the head of state. However, over the years the Prime Minister's office has always lead the Natopian people through the hardest of times. So much so that the Prime Minister, i.e. Tasneem, has become the symbol for the Natopian ideals or perseverance, resourcefulness, and strength, the very principles demonstrated in our national animal, the goat. Therefore, over the years I have come to see the Prime Minister's office as less and less a functional organ of the government, but more as the embodiment of the Natopian spirit. In the respect that the head of state of a nation is the cultural and national leader of the people, I believe I can say that former Prime Minister Tasneem was always the head of state, just not in name... leading the people as the government changed, she remained constant in contrast to our grand chancellors, kings, and emperors.
