As a note, as pointed out in the thread chancellornate.proboards20.com/index.cgi?board=tasneemia&action=display&thread=1124977366 the old Islamic government is no more, so I will reestablish a new Government, and when neem gets back if she still wants Tasneemia she can do with it what she pleases I guess.
This will go into effect only when I affix my signature, a bit of a difference compared to my normal policies.
So what do you all think?
CONSTITUTION OF THE DUCHY OF TASNEEMIA
Article One
1. In accordance with the will of the people of Tasneemia, in order to protect their best interests, this territory is hereby declared the Duchy of Tasneemia.
2. Its head of state shall be His or Her Grace, the Duke or Duchess of Tasneemia, depending on gender.
3. It shall always be a Duchy of Natopia in accordance with Natopian law, unless Natopia either dissolves or agrees to let it secede and that is what Tasneemia's government wants. If, in accordance with the law, this Constitution is modified, this provision shall remain unamendable until the point that secession is fulfilled according to it.
Article Two
1. The Duke or Duchess shall serve for life, or until incapacitated due to health, or until they resign.
2. They shall appoint an heir to the throne, to be known as the Papyratia of Tasneemia.
3. This heir shall serve if the Duke or Duchess takes a Leave of Absence (and a specific amount of time must be specified) or is inactive from Tasneemia for a time period of 21 days or more, but shall not necessarily take the title of Duke or Duchess, only the responsibilities.
4. If the Duke or Duchess is absent for a period of 365 days or more, the Papyratia shall inherit the throne. In formalized Leaves of Absences made by the Duke of Duchess 2 days shall count as 1 day toward this total.
5. Should there be no Papyratia when the Duke or Duchess is gone for a period of 21 or more days, the Emperor of Natopia may appoint one to serve in this capacity.
6. Should there be no Papyratia if the throne is vacated, the Emperor of Natopia may appoint a Duke or Duchess.
7. A line of succession, in the case that the Papyratia is also unavailable, may be specified by the Duke or Duchess which may not be altered by the Papyratia when serving due to the Duke or Duchess being absent, but may be altered when they rise to the throne of Tasneemia.

1. The Duke or Duchess shall have the power to pass Duchal assentments, which shall be the main forms of law in Tasneemia.
2. The Duke or Duchess shall, within these assentments, be able to repeal previous ones and appoint the Tasneemian Judge, to preside over court cases involving Tasneemian law, or the law of Tasneemia's demesnes it is over, appealable to Natopia's Court System, which will follow the general procedures of the Natopia's Court System, as well as precedence, with one notable exception being that there will ONLY be this judge and no further gudges may be appointed.

1. There shall be a Grand Chamber of Tasneemia, which will be ran by the Papyratia, who may appoint another person to run it, and will consist of all residents of Tasneemia.
2. The Grand Chamber will follow the general procedures of Natopia's Legislative System and may overrule Duchal assentments with a vote of 75% or more.
3. The Grand Chamber, with a vote of 50% or more, may pass non-binding resolutions of opinion.
4. The Grand Chamber, with a vote of 75% or more and the assent of the Duke or Duchess, may pass amendments to this Constitution.

1. Natopian law shall be supreme over Tasneemian law.
2. Tasneemian law shall be supreme over the law of the demesnes it controls.
3. Tasneemian residency shall be obtained either by becoming a resident of one of the demesnes it controls or creating a process by which a person may become a resident of Tasneemia without becoming a resident of an inner demesne, but all residents of an inner demesne shall be inherent residents of Tasneemia.
4. All Tasneemian residents must be citizens of Natopia.
5. A non-resident will be allowed to post in all forums but the Court, unless they are involved in the case, and the Grand Chamber no matter what. Should they break this law a complaint may be filed to the Tasneemian court system which will decide what course of action to take, including asking the Sovereign Natopian Empire for assistance.
6. May all this happen in accordance of the law and goodwill of the Duchy of Tasneemia and the Sovereign Natopian Empire!
